Reform Support Team (RST) at the Ministry of Education and Science of Ukraine (MoES) is a group of Ukrainian professionals (non-civil servants) funded on a temporary basis by the donors in order to provides targeted technical support and assists the Ministry in the design and implementation of priority reforms. The RST will assist in filling the capacity gaps in the design and implementation of priority reform strategies and programs, while strengthening links and partnerships between the Ministry’s priorities and relevant donor support. Submissions must be prepared in English only and be delivered electronically by 10.03.2020, 23:59 (Kyiv time). All submissions must include a completed Application Form, the candidate’s Curriculum Vitae and Reference Letter from a recent supervisor (original in English, or Ukrainian with English translation) together with the contact details for two further referees who, if contacted, can attest to the professional and/or educational background of the candidate. This consultancy appointment is expected to start in March 2020 and has an estimated overall duration of 9 months. Subject to the availability of funding, the performance of the selected consultant and the specific needs of the RST, this appointment may be extended. The probation period is two months. The Consultant shall deliver services in Ukraine and for no less than working 20 days per calendar month. Duties and Responsibilities Provide expertise and analysis of VET and related policies, legislation and other relevant documents/materials regarding decentralisation process Within his/her competence, support the development of relevant VET strategies, legal frameworks, regulations, etc. Provide expertise and analysis, as well as operational support in interventions related to implementation of new VET financing mechanisms and optimisation of the school network Support institutional capacity building initiatives related to the work of the regional VET Councils Within his/her competence, provide expertise of the draft legal acts on their compliance with the EU Policies Establish and build relationships with the key stakeholders in the regions Data and information search, integration and analysis Alignment of actions with the MoES Directorate of vocational education Qualifications and skills: Master degree (or equivalent) in the relevant field (law, social sciences, teaching, educational management, MBA, public administration, local/regional development, economics/finances) Strong organizational management, analytical and presentation skills Motivated team players with ability to work independently. Specific professional experience: Minimum 4 years of experience in the field of educational management; in VET would be an asset Excellent knowledge of institutional framework of education sector; in VET would be an asset Knowledge of VET sector policies and financial mechanisms in Ukraine Good understanding of the legal framework for education in Ukraine Experience in working with local and international education experts, as well as different types of educational stakeholders; in VET would be an asset Familiarity with the reform agenda in Ukraine Experience in project management including for donor supported projects would be an asset Knowledge in the area of the EU policies in relation to education and labour market would be an asset Knowledge of administrative and reporting procedures of the EU and other donors would be an asset Experience working with multidisciplinary team is an asset Deliverables: Strengthened expertise of the VET Directorate to draft legal acts on their compliance with the EU Policies Support to MoES on the capacity building to regional VET councils Support to MoES on the promotion to the elaboration of regional action plans related to VET modernization and network optimization Consolidation of the RST documents (meeting materials and minutes) related to the area of work Regular progress reports on VET reform development and implementation Information and analytical notes, when needed.
