A Reform Support Team (RST) at the Ministry of Education and Science of Ukraine (MoES) is a group of Ukrainian professionals (non-civil servants) funded on a temporary basis by the donors in order to provides targeted technical support and assists the Ministry in the design and implementation of priority reforms. The RST will assist in filling the capacity gaps in the design and implementation of priority reform strategies and programs, while strengthening links and partnerships between the Ministry’s priorities and relevant donor support. Submissions must be prepared in English only and be delivered electronically by 10.03.2020, 23:59 (Kyiv time). All submissions must include a completed Application Form, the candidate’s Curriculum Vitae and Reference Letter from a recent supervisor (original in English, or Ukrainian with English translation) together with the contact details for two further referees who, if contacted, can attest to the professional and/or educational background of the candidate. This consultancy appointment is expected to start in March 2020 and has an estimated overall duration of 9 months. Subject to the availability of funding, the performance of the selected consultant and the specific needs of the RST, this appointment may be extended. The probation period is two months. The Consultant shall deliver services in Ukraine and for no less than working 20 days per calendar month. Duties and Responsibilities Provide expertise and analysis of VET and related policies, legislation and other relevant documents/materials pertaining to the development of programmes and competence-based standards Provide expertise and analysis in such areas as: updating VET educational standards; development of modern demand-driven curricula; upgrading competencies of teachers and building quality assurance mechanisms; labour market intelligence and skill needs forecasting Development of mechanisms for teachers’ re-training to deliver new educational standards and curricula Establish and build relationships with key stakeholders inside and outside the Ministry, in particular with the Ministry of Social Policy, Ministry for Development of Economy, Trade and Agriculture, State Employment Service, Federation of Employers Data and information search, integration and analysis Alignment of actions with the MoES Directorate of vocational education Deliverables Support to MoES regarding to the update and finalisation of the guidelines on development of VET educational standards Support to MoES regarding to the development of the guidelines on elaboration of VET educational programmes Expert support to the piloting of VET educational programmes in the VET schools Support to MoES regarding to the elaboration of the guidelines on application of the assessment standards in VET Consolidation of the RST documents (meeting materials and minutes) related to the area of work Regular progress reports on VET reform development and implementation Information and analytical notes, when needed Qualifications and skills: Master degree (or equivalent) in the relevant field (social sciences, teaching, educational management, MBA, public administration, local/regional development) Perfect Ukrainian and fluent English Excellent communication and interpersonal skills Strong organizational management, analytical and presentation skills Motivated team players with ability to work independently PC literacy (PowerPoint, Project, Excel, Word) General professional experience: More than 5 years of general post-graduate professional experience Specific professional experience: Minimum 4 years of experience in the field of curricula development, NQF and pedagogy/teaching methodologies – preferably in VET Excellent knowledge of the labour market and economic issues in relation to VET Good understanding of VET sector policies in Ukraine Experience in working with local and international education experts and institutions, representatives of business and other VET stakeholders Familiarity with the reform agenda in Ukraine Experience in project management including for donor supported projects would be an asset Knowledge in the area of the EU policies in relation to education and labour market would be an asset Knowledge of administrative and reporting procedures of the EU and other donors would be an asset Experience working with multidisciplinary team is an asset
